Creating an Enterprise Project template without using Project Professional 2013

Hi,

I'm able to create project templates using project professional, however I would like to know if there is any other way to create an enterprise project template without using project professional. I'm looking for a programmatical approach here but any such options in PWA itself would be helpful too.

PS: I'm using Project Server 2013
