How to set resource availability in the PSI

There is an option for users to set Resource Availability in project client but I am having difficulties finding a way to set it through the psi.

Here is where you do in project client:

Complicating matters more, when I look at the SQL database I see the RES_AVAILIBILITY field as a hash value.

Is there any support to do this in the PSI?
