Bit background on what type of setup I am working with. I had upgraded Project Server 2010 to Project Server 2013 with migration of SharePoint 2010 to 2013. After the upgrade, I have the base PWA site (which was needed to upgrade) in a different site collection and migrated PWA site (top level site in new site collection) in a separate site collection. Now I have two separate PWA instances provisioned in CA though Project Center is in the migrated site collection.
Without further confusing the scenario, let me ask the question. I am trying to install a Quick Status App developed using the following link:

But when I try to add the app in the migrated site collection, the app is disabled and clicking on "Find out why" displays the message "Turn on Project Web App Settings". If I go and try to add the app in the base PWA site, it is available. What settings do I need to change to enable this in the PWA of the migrated site collection? Your help is always appreciated.
