Create a Custom Project Site Template in Project Server 2010

Hello All,

When we create a new project, Project Server 2010 automatically sets up a Project Site that displays three categories:  Deliverables, Issues, and Risks on the front page.  On the left side of that page, under Libraries, is a link to Project Documents, and under Lists there are links to Issues, Risks, Deliverables, Calendar, and Tasks.  

We want to change what the project team members see on the Project Site.  Instead of Issues, Risks, Deliverables, Calendar, and Tasks, we would like to use:  Proposals and Contracts, Status Reports, Project Work Documents.  Under those categories, we'd like to create a standard file structure, so that we can capture (and find) project information consistently.  

I've found PWA/Site Settings, but I cannot figure out how to create a Project Site Template that will become the default Project Site format that the teams see.  I found an article titled, "How to Create a New Project Server 2010 Site Template", which was posted in Dec 2009, but Step 1 references "Create New Site (Site Actions | New Site | Select Microsoft Project Workspace type)" which are words/phrases that I cannot find on PWA/Site Settings, so maybe there's been an update (?).  I also found an article titled, "Custom Project Site Template (PWA 2010)", but that appears to be addressing how to make a new template the default template... not creating a new template.  If I'm looking in the wrong place(s), could you provide some direction?  Thank you!
