Developing Project Server 2010 workflows for Project Server 2013

I am trying to develop Project Server 2010 workflows for Project Server 2013. I am told by our IT guys that Workflow Manager 1.0 requires more hardware that what is deployed on the PS2013 farm, so I am stuck with SharePoint 2010 Workflow engine. I have read that Project Server 2010 workflows will run on Project Server 2013. 

I have tried using Visual Studio 2013 to create a SharePoint 2010 Workflow project, but I cannot load the Project Server 2010 actions even though I have the version 14.0 (PS2010) Microsoft.Office.Project.Server.Workflow.dll.  It keeps using the PS2013 workflow dll in the GAC.  I cannot uninstall it from the GAC because it is referenced by the Windows Installer.

Do I have to Create a SharePoint 2010/Project Server 2010/Visual Studio 2010 development environment to develop project Server 2010 workflows that will run on Project Server 2013?  If so, does the resulting workflow have to be published to Project Server 2013 / SharePoint 2013 as a farm solution?
