Project Server 2010 - MSP_EpmAssignment.ResourceOwnerUID incorrect in Reporting Database

It appears that the ResourceOwnerUID in MSP_EpmAssignment is not being populated consistently. In some cases, the value matchesMSP_ASSIGNMENTS.RES_UID_OWNER from the Draft and Published database, and in some cases the value is the GUID for "Generic Local Resource". In the latter cases, there are rows in MSP_EPMResource with ResourceGUID values that match those in MSP_ASSIGNMENTS.RES_UID_OWNER, so there is no referential integrity problem. This is happening on Project Server 2010 w/ SP2.
