suggestions required for "making a file identification, file opener,file extension creator, storing those files on azure cloud"

 the key elements of my project is:-

1-making "a file extension identification program" (part A)

2-making "a file opening and editing software for the identified files". ( part B)

3-making "a unique file extension creator" (part C)

4- making "a storage space for the files of users". (part D)

All these four parts of an application can be deployed on Azure cloud .plzz tell me some guidelines about how to develop this application software. 

and which kind of cloud services i need to use for this purpose like Paas ,Iaas, or Saas.
