making a file identification, file opener,file extension creator, storing those files on azure cloud

hello to all respected members,

my name is gaurav shukla . i m new to this cloud environment so i want your help regarding my projecet . the key elements of my project is:-

1-making "a file extension identification program" (part A)

2-making "a file opening and editing software for the identified files". ( part B)

3-making "a unique file extension creator" (part C)

4- making "a storage space for the files of users". (part D)

All these four parts of an application can be deployed on Azure cloud .plzz tell me some guidelines about how to develop this application software. 

and which kind of cloud services i need to use for this purpose like Paas ,Iaas, or Saas.

plzz reply fast i m running out of time because this is my project which i have to submit at my college .
